Upgrade Monit to 5.27 to allow CPU Steal Monitoring

Hello,

Currently, monit is sitting at version 5.26, version 5.27 includes monitoring for CPU steal as per https://bitbucket.org/tildeslash/monit/issues/889 and you can see the changelog here https://mmonit.com/monit/changes/

New: Issue #889: Linux: monitor detailed CPU statistics for nice, hardirq, softirq, steal, guest, guestnice. The statistics for nice was originally included in the cpu (user) statistics, but it now has its own counter.

Upgrading monit to 5.27 would allow for monitoring of CPU steal specifically.
