Management of GridPane Jobs + cpulimit

Currently, you have to run as root "crontab -e" to edit the GridPane management jobs. There are a number of jobs that run.
1. You should be able to change when they run
2. How often they run
3. Allow disabling of specific jobs, backups for example.
Lastly for Jeff, implementing cpulimit on diskus, which is shown to take up 100% CPU at times. Here's an example command.
