Change "debug" and "www" PHP Pool Default Start Workers

The default "pm.start_servers" for the debug and www pool is set to 32 which is abnormally high for two pools that aren't used frequently.

It's better to have the following

pm.start_servers = 1 pm.min_spare_servers = 1 pm.max_spare_servers = 1

; maximum number of child processes when pm is set to 'dynamic' or 'ondemand'.
; This value sets the limit on the number of simultaneous requests that will be
; served. Equivalent to the ApacheMaxClients directive with mpm_prefork.
