Add Steal Time to Monit/ GP Notifications

Just had a couple sites go down on Linode. Again, it was Steal Time with a high of 95% killing my VPS. After dealing with it I wondered why I didn't get a heads up, since I had been working in GP earlier. Realize it's not being monitored, it probably should be.

I've been having this issue, also. One of my servers at Linode regularly experiences CPU steal.
