Allow phpmyadmin access apart from gridpane

right now a user needs gridpane access in order to reach phpmyadmin for any given site.

this request is to make the phpmyadmin login available normally - just like most other platforms - without the need to log in to gridpane first.

this would let gridpane users share PHPMyAdmin access with people who need it without the need to make a gridpane account for them (and pay for it) when all they need to do is log into PHP my admin for a single site.

This would also hopefully solve the problem that prevents us from being able to open multiple phpmyadmins at the same time for separate websites that happen to be on the same server. For example, you can't open phpmyadmin for both the live and staging sites of a given website to compare them.
