Ability to Lock a Server (Prevent adding new sites)

When creating a new website, we are asked to choose a server, however there are times when we don't want a new website to be created on specific servers (e.g. If there are too many websites on it already, or if we have a dedicated server for one website).
It would be helpful if we can have an option on the servers to be able to disable adding new websites to it.
Once a server is locked, it will no longer show up in the Add New Site->Server list (Or it can remain at the bottom of that list grayed out).
