Toggle to disable XMLRPC

For security purposes we should disable xmlrpc.php if we're not using it. There is already a command line to disable it, but would be really nice to have a toggle to disable it directly in the panel.

To have a toggle to disable it for the whole server would be great too, after all, who uses it these days?
