Allow push from live to staging WITHOUT backups

Right now, when local backups are not working correctly, which is all too often, it is impossible to push from live to staging. It is also impossible to clone from live to staging.

We need an option that allows GP to push from live to staging WITHOUT first requiring that the staging server be backed up. That way, when the local backup system is broken, we can still get work done on staging based on a copy of what is currently on live.
