Add a Backup Time Option to Backup UI

It would be nice to be able to set the time for local and remote backups via the GridPane UI under the backup tab.

I'm thinking two dropdown fields. One for timezone and one for time. That wat we can set times while configuring the backup schedule.

This can be accomplished with V2 backups via the UI and ensuring the server time zone is set up (also available inside the UI). Marking as in progress until V2 comes out of beta

Yes website businesses could be in different timezones even on the same server. So, good idea for the Timezone dropdown. Maybe by default set it to the Timezone of the server (as now we can specify it).
